SECURITY COOPERATION / FOREIGN MILITARY SALES (FMS) / FOREIGN LIAISION SUPPORT

ACT1 provides a full range of integrated program management support services in security cooperation for the DoD and International Partners.

ACT1 follows a total package approach support model in assisting customers in security cooperation planning, oversight, and execution management of Security Cooperation and FMS programs and activities.

Our ACT1 team understands how to navigate the Security Cooperation/FMS Enterprise to deliver efficient and effective SC/FMS program execution that balances complex schedule, risk, and cost factors for our customers.

Additionally, ACT1 is experienced in providing foreign liaison support services for international customers in SC/FMS program management support services and providing/managing Technical Liaison Offices (TLOs) at locations across the United States.

Defining requirements for Letter of Request (LOR) development, review and completion

Actioning LORs

Development, review, and completion of Letters of Offer and Acceptance (LOA)

FMS case execution management support

FMS case/program policy coordination requirements (e.g. technology security/foreign disclosure support, congressional notification support, policy waivers/approvals)

FMS program and financial management support

F-35 JPO FMS Customer support – Japan FACO

ACT1 provides security cooperation support services for all F-35 international cooperative partners and FMS customers. The Cooperative Partners are supported through the Memorandum of Understanding (MOU) process and the FMS Customers are supported via the FMS process with the implementation of LORs and LOAs.

Since 2012, ACT1 has supported the Commonwealth of Australia’s F/A-18 Classic/Super Hornet and EA-18G Growler FMS Programs providing FMS program planning, oversight and execution management support; engineering; logistics; business, budget, and financial management support; FMS case reconciliation; cost analysis; independent evaluation; general administration; export and security support services; and TLO facilities management.

ACT1 provided logistics analysis support to the RAAF in support of Australia’s FMS programs. Support and task areas included: logistics, management, analytics, and FMS case financial services in our engagement with CONUS-based agencies on behalf of the Australian Defence Forces.

ACT1 provided logistics support services including Cooperative Logistics Supply Support Arrangements (CLSSA) cases, Direct Requisition Processing (DRP) cases, and Repair of Repairables (RoR) cases. We monitored supply discrepancies and critical item status and repair of repairable reports, we interface with U.S. and Egyptian in-country organizations and personnel, and we provide program and administrative support.

ACT1 provided planning and coordination of the Final Assembly and Check-Out (FACO) Stand-Up, Low Rate Initial Production (LRIP)/Production Lots, and the Japanese Industrial Participation IAW Japan’s F-35 requirements. Areas of support include Performance Based Logistics; contract negotiations and monitoring; cost/schedule/risk assessments; reviewing, validating, and negotiating.
